High-tech enterprises refer to resident enterprises that continuously engage in research and development and the transformation of technological achievements within the scope of the 'National Key Supported High-tech Fields' issued by the state in 2008, forming core independent intellectual property rights and conducting business activities based on this. They are knowledge-intensive and technology-intensive economic entities. Bo Shi Zhi Xing, as a newly approved high-tech enterprise, participated in the 'High-tech Enterprise Certification and Policy Training Conference' organized by the Science and Technology Commission on March 2, 2017. At the meeting, the leaders of the Science and Technology Commission delivered a keynote speech, summarizing the work and achievements of the high-tech zone and explaining the new policies for high-tech enterprises. New 'High-tech Enterprise Certificates' were also issued at the meeting.
The Science and Technology Commission requires that high-tech enterprises must have a dedicated person in charge at the vice president level or above, and comply with the regulations:
1. Annual online reporting system: fill out once a year (before March), data must meet balance requirements;
2. Scientific and technological achievement filing system: once every six months, data must be accurate.
The important significance of high-tech enterprises
The national-level high-tech enterprise certification certificate is an intangible asset of the enterprise and plays a significant role in the production and operation of the enterprise.
1. Enhance the corporate brand image
The person in charge of the enterprise has a strong sense of innovation, high market development ability, and management level. This indicates that the enterprise is a key national-supported high-growth enterprise with good potential economic benefits.
2. Increase the market value of the enterprise
It proves that the enterprise has strong technological innovation capabilities and high-end technology development capabilities in its field, which is beneficial for the enterprise to expand domestic and international markets; it is an important condition for the enterprise's bidding.
3. Increase the capital value of the enterprise
High-tech enterprises are an important condition for attracting local governments and industry organizations to implement preferential policies and financial support for enterprises, and they are also more attractive to venture capital institutions and financial institutions, thus promoting the rapid investment of enterprises into industrial operations.
4. In 2008, the state reformed and issued new 'Administrative Measures for the Identification of High-tech Enterprises' and work guidelines, raising the threshold for identification work, implementing a scoring system out of 100 points, and organizing experts from four major ministries for evaluation, increasing the difficulty of identification. Original high-tech enterprises also face re-identification. Against this background, if an enterprise can obtain a new high-tech certificate, it is sufficient to prove the enterprise's research strength and the positive image of publicity and reporting. High-tech enterprises represent that the enterprise has its own independent intellectual property rights, and the products have a high technological content, which is one of the highlights of the enterprise's image and products.
1. Necessary condition for applying for certain government special funds
High-tech enterprises are an important measure of whether an enterprise belongs to a technology-based enterprise. When applying for other scientific and technological projects from national and local ministries, it is also an important reference standard, and in some projects, it is even a necessary standard. Sometimes, some projects require that only high-tech enterprises can apply or that high-tech enterprises can receive priority support. For example, establishing a scientific research technology center with more than 35 technical personnel can apply for a one-time scientific research reward construction fund of 100,000; high-tech enterprises with an output value of 50 million can apply for a wider range of reward projects, etc.
2. Corporate income tax reduction and exemption
This is the most direct benefit. According to national regulations, income tax can be reduced or exempted by 10%; the validity period of high-tech enterprises is three years, and after expiration, they can apply for re-examination. Enterprises that pass the re-examination continue to enjoy tax benefits, and the validity period of the certificate after re-examination is still three years; in addition, part of the R&D expenses can also be declared to the tax bureau for additional deductions, and after approval, enjoy this tax reduction benefit.
3. Financial credit preferences, with financing advantages and investment convenience, high-tech can be valued as equity.
4. High-tech enterprises enjoy policies for introducing high-level talents.
5. Convenience in customs (import and export) and entry and exit.
6. Priority in administrative approvals and permits, fast-track services.
7. High-tech enterprises that establish research and development institutions or sales institutions overseas are given preferential treatment.
8. Priority in ensuring electricity, water, communication, etc.
