Announcement by the National Medical Products Administration on the official implementation of electronic registration certificates for cosmetics

In order to implement the important decisions and deployments of the Central Committee of the Communist Party of China and the State Council on deepening the reform of "delegating power, improving regulation, and providing services," and based on the "Electronic Signature Law of the People's Republic of China," the "Management Measures for Electronic Licenses of the National Integrated Online Government Service Platform (Trial)," and the "Management Measures for Electronic Licenses of the National Medical Products Administration (Trial)," the following announcement is made regarding the formal implementation of electronic registration certificates for cosmetics:
In order to implement the important decision-making and deployment of the Central Committee of the Communist Party of China and the State Council on deepening the reform of 'delegating power, improving regulation, and providing services', and based on the 'Electronic Signature Law of the People's Republic of China', the 'Management Measures for Electronic Licenses of the National Integrated Online Government Service Platform (Trial)', and the 'Management Measures for Electronic Licenses of the National Medical Products Administration (Trial)', the following announcement is made regarding the formal implementation of electronic registration certificates for cosmetics:
1. Starting from October 1, 2022, electronic registration certificates will be issued for special cosmetics and new cosmetic ingredients that have been approved for registration according to the 'Regulations on the Registration and Filing of Cosmetics', as well as for special cosmetics that have been approved for changes or extensions of their registration certificates. The previously issued paper registration certificates will continue to be valid within their effective period.
2. Starting from October 1, 2022, for special cosmetics that have been approved for changes to their registration certificates, the registrant (domestic responsible person) shall return the paper registration certificate they hold to the administrative licensing acceptance service department of the National Medical Products Administration in accordance with the 'Regulations on the Registration and Filing of Cosmetics' and the 'Regulations on the Management of Registration and Filing Materials for Cosmetics'.
3. After the electronic registration certificates for special cosmetics and new cosmetic ingredients are generated, they will be pushed to the legal representative space of the registrant (domestic responsible person) in the online service hall. Successful push means delivery, and the registrant (domestic responsible person) can log in to receive it.
4. Registrants should correctly use and properly safeguard the electronic registration certificates. The electronic registration certificates can realize functions such as instant certificate collection, SMS reminders, certificate authorization, QR code queries, online verification, and sharing across the internet. For questions related to obtaining and using electronic registration certificates, please refer to the 'Frequently Asked Questions about Electronic Licenses' section in the online service hall.
